Romans 13:8-10

Romans 13:8 Owe no man any thing, but to love one another: for he that loveth another hath fulfilled the law.

13:9 For this, Thou shalt not commit adultery, Thou shalt not kill, Thou shalt not steal, Thou shalt not bear false witness, Thou shalt not covet; and if there be any other commandment, it is briefly comprehended in this saying, namely, Thou shalt love thy neighbour as thyself.

13:10 Love worketh no ill to his neighbour: therefore love is the fulfilling of the law. [KJV]

In his letter to the Romans, Paul stated that love fulfills the law (13:8,10). In Romans 13:9, Paul wrote that if Christians love their neighbours as they love themselves, that they will be keeping all of the commandments.

At first sight, it might appear that Paul is saying that all those "thou shalt not"s are commandments that Christians have to follow. Read in context, it is clear that Paul is saying that "Thou shalt love thy neighbour as thyself" is the law for Christians.
